As of today, the Candidate Specification approved at the March TC-39 meeting is publically available from the Ecma website www.ecma-international.org (Note that on the Ecma site it is labeled "final draft"). It is also available from the usual place on the ES Wiki: es3.1:es3.1_proposal_working_draft
A press release announcing completion of this milestone is expected to be issued Thursday by Ecma.
